Tifa Lockhart is as seen in Final Fantasy VII, with access to all of her non-broken equipment, all Magic Materia aside from Transform, Exit, and Destruct, all Command Materia aside from Manipulate, and all non-stat boosting Independent Materia. She also has her moves from Kingdom Hearts, and anything seen in the Compilation of FFVII.  

Terrain: Midgar Slums - Beneath the upper city, the dreary slums of the impoverished have been emptied to prevent casualties. Ramshackle houses, the garbage of the elite upper class, but hey--it's home.

Dilly Dally Shilly Shally (Start of Battle) - Once every three weeks, Tifa may cause one randomly selected enemy (post rosters) to dilly dally, causing them to arrive to battle thirty seconds late, as if any Start of Battle effects had hit them or been used by them when the match started (so for example, if they had been hit by Bub's Bubbles ability, they would not still be in the Bubble upon arrival, though they'd still be affected by anything that would have lingering effects beyond 30s as normal).

Words Aren't The Only Way To Tell Someone How You Feel (Pre-Battle) - Once every four weeks, Tifa may... tell a randomly selected male enemy how she feels, causing both of them to miss the battle this week.
